Welcome williesurvives1. Although there are some SQL servers that you must pay for, there are plenty of free SQL Servers out there as well.
As far as your second question, the answer is No, SQL servers don't make server files persistent.
Think of a SQL Server as a tool like a wrench. A wrench doesn't fix your car although you can use a wrench to fix your car.
If you know nothing about SQL then learn. A free to use SQL Server that is very popular around here is MySql. There are free tutorials everywhere just google 'mysql tutorial'.
Try https://www.tutorialspoint.com/mysql/ for starters.
Are you wanting to run the server on a linux box or a windows box?
