mysql sqllite

My friend Rowell gave a link for sqllite it was in his pwtoolkit on the nwnvaults, but I have no c compiler, I was wondering how i might get one.

Also are you able to get mysql and something that allows you to work with it. and will it install on xp.

I am on dial up so large downloads kill me. currently using accsess data base through administrateor tools odbc, because it comes with xp. any help on geting before mention would be great.
