Microsoft has released the Visual studio Express editions.

I have been using this. It's got some nice little perks over Visual Studio 2003, which I have at work. It does not however, have native support for Windows Applications. That requires an extra download that they don't tell you about. You can create a Window project and it will not warn you you need an SDK. Needless to say, I was not happy about this. I am in the process of getting the PSDK now, so we'll see how it goes.
